I think Smartermail do not retain Security protocol SSL 3.0, TLS 1.0 and TLS 1.1
The protocol already legacy and vulnerable to attack ,  Still smartermail missing TLS 1.3 button. I think latest windows server support TLS 1.3 

Let me know support team views

Only Windows Server 2022 supports TLS 1.3 (as far as IIS goes). We still see a TON (well over 50%) of incoming SMTP connections still on TLS 1.0, even though our gateways support up to TLS 1.3. Technology moves faster than admins implement and update to them.
