Same Subject Always

I have a client that wants one user to always start with the same subject when creating an email. 99.9% of all emails have this subject for their business requirements.
To me, the solution is to create a simple web app with this defaulted in. Is that the right-thinking for this?

Are they emailing from SmarterMail webmail or program like Outlook? I know how you can do it in Outlook.

They are using webmail and the person sending doesn't have Office on their computer. Until I hear different I am figuring the development route will be the easiest/only solution for them.
