Email Rejected Due to Policy

Hi when a customer response by mail to a ticket he get the Message:
New Email Tickets not Permitted
The email you recently sent with the subject "[34E-26054611-007B]" could not processed. You do not meet the requirements to submit a ticket. Please use the Webport

But the response is added to the ticket. 
We do not allow to create a new Ticket by Mail only be Webportal. 

How can we fix this?

the Subject looks like "[34E-26054611-007B]"
