send notification to sender/receiver about maximum message size

Have had numerous customers report issues with not receiving emails from there customers, and it turns out that the incoming message size is larger than that of the maximum size set on the server.

I have a look at the events option, but cannot see how to set up a notification to send an email to both the receiver and the sender to inform them of the problem.

1) is this possible?
