Events from custom fields not working

Smartertrack 12.6.

So I have some custom fields which are populated in the ticket when this is created from our own website and sent into SmarterTrack, this bit works fine.

I want to assign user tickets when they come in based on one of these custom fields but they are not being transfered. I can do it if I use 'Customer Email' contains '@CustomerEmail.com' but I would have to enter thousands of these to get them to the right agent. 

So I want the Contact ID to equal X as the condition met on Ticket Created. Then for it to transfer to the approproiate agent.

The History of the ticket shows no action being taken by the system to transfer these.
