Yes as long as you are moving domains with all the users intact. We do the conversion on a per domain level (not per user level). So as long as you copy the entire domain to the new server, edit the new server's "domains.json" to include the new domain and then bounce your mail service. The converter should then run for a little bit to move the new domain/s in.
1) Copy the domain from your old server's C:\SmarterMail\Domains\<Domain> to the new server's location.
2) Turn off Mail Service on your destination server.
3) Edit C:\Program Files (x86)\SmarterTools\SmarterMail\Service\Settings\domains.json to include the new domain information.
4) Reboot your mail service.
Let me know if you have any issues with the steps above.
EDIT: at any time you can go to
http://localhost/interface/convert-status on the server to view the status of the domain conversions.
