need to set priority for failed attempt mails

i found this setting in 14.x, but where is it in 16.x ??

i need to set (make higher) priority for emails that are failed to delivered in 1 or 2 attempts. so i can route them via outbound gateway.

i can do it in 14.x but cant find a way in 16.x
