What happens if a message is over the "recipients per email" limit

We're using Enterprise 16.

We have the "recipients per email" limit configured at 100. I was asked by a client what happens if they sent a message with 101 recipients. Would SM reject the whole message? Or allow the first 100 and reject all above 100? I couldn't find any answer in the documentation.

It should reject the entire message. I believe the response is a 554 - Too many recipients error.
