SM 15 - Outbound Sender - Bounces Indicate Spammer

I have a client that has sent a bunch of emails that has triggered this message:

Abuse detection rule Default bounces indicate spammer strict rule (BouncesIndicateSpammer) has been triggered by gfdgfd@fdsfsd.ccc

The issue is, I am really not sure what happens in this situation.  Is he blocked from sending?  Does he ever get unblocked?  

I just cant find exactly what occurs in this situation within the SM system.  I understand the rule and I am thinking it is informational only.
