Where did my blacklist go

SM Build 6897

Installed this as mxbackup server.

Edited a blacklist item and everything but that item disappeared. There were >800 entries

The ipaccess.xml appears intact.

Anything I add manually to the list stays but does not get added to ipaccess.xml.

Whitelist also disappeared - as if the ipaccess.xml file is being ignored.

All searches for an alternate file being used have shown up nothing.

A number of restarts and no change.

What's going on?
