There's no longer a separate section for listing all subscribers. However, the same functionality that was available in 15.x still resides in 16.x... If you click into one of the mailing lists, you'll find a Subscribers tab. Clicking on one of those subscribers will open a modal where you can view the Subscriptions tab to see (and modify) the mailing lists associated with that subscriber.
