Web Service Method not Working since version 13.1

We just upgraded to version 14.1.6795.  It appears that the CreateTicketwithDate method no longer works.  It will always return a result code of -2 Cannot create ticket.  Please issue a fix for this as soon as you can.

I see that you have a current support ticket open on this issue. Currently we are awaiting your response so that we can further investigate this issue. Once we have the additional information we will be glad to investigate further.

Looking into this further, it looks like the method is actually creating the tickets but it is always returning a -2 "Failed to create a ticket" message.
