Incoming gateway skipping spam checks because users aren't local

I've setup an incoming gateway in hopes to relieve some stress from our mail server. The documentation states "The purpose of an incoming gateway is to reduce server load. Generally, spam checks and antivirus scans should be performed on the incoming gateway, freeing up the primary server processing for the delivery of messages."

I've setup the incoming gateway and set the MX records to the gateway. Email is flowing but I have an issue where it's not using my ClamAV server to check for spam because the users aren't local. 
 
I have tested with the EICAR virus and it makes it to my mail server. The gateway isn't stopping the virus because it's skipping spam checks. HOWEVER I still have clamAV running on the main server because I don't trust this yet. Thankfully it caught the virus which means it's still working currently. I'd like to move the ClamAV check to the incoming gateway only to relieve stress. We have over 33,000 users and it's starting to not work well.
