Apple Mail not displaying some emails

My SmarterMail version is 15.7. Recently, we have users that uses IMAP on Apple Mail reporting that they do not received some e-mails. The actual problem that we narrowed down to is that  Apple Mail is not downloading the emails. On their IOS Mail (iPhone) and Smartermail Webmail, the emails are there.
 
We have tried recreating the accounts in Apple Mail.
 
I suspect that is is a bug. Anyone encountered this problem?

Yes, I had this with a customer too..
I created a temp directory
move all mail from inbox to temp dir
let apple mail sync
move some mails back to inbox
let apple mail sync
move some mails back to inbox
let apple mail sync
move some mails back to inbox
let apple mail sync
etc.
finally all mail was downloaded.

last week the customer called again with same problem and customer solved it same way.
Last weekend I upgraded to v16, don't know status of problem with customer now.

in my opinion it's the unliable apple mail software.
