Disable instead of throttle

Hello, 
Right now we have limited per hour outbound emails so that users cant send more than 300 per hour. However we don't allow our customers to send more than 1000 emails per day. 
 
Right now our support staff are monitoring outbound messages 3 times a day and manually disable customers.
We are not quite fond of this routine checkup and want to automate the process somehow.
 
Does anyone here have any idea how we can automatically disable mail domains which exceeds certain conditions? like what the throttle does buy disable domain instead of throttling.

You could set up an Internal Spammer rule in your Security Settings that will automatically block the sender for a specific amount of time...say, if they send more than 100 in 60 minutes, block them for 30 minutes or more. 
 
Why are you disabling the user/domain and when do you re-enable them? If you limit them for a specific amount of time, an Internal Spammer rule may do the trick for you.

in many cases there is compromised system/email account and by disabling them we force them to take necessary steps to secure their environment. I know it's seems too crude but with this method we have managed to build very good rep 15+ mail servers.

This seems like a good idea and what we are looking for : "if they send more than 100 in 60 minutes, block them for 30 minutes or more. "

How and where can wee set up this spammer rule?

I didn't know there was this feature in SmarterMail that we can block user for certain time if they send specific amount of email.
