WYSIWYG editor - API ?

Question.
Well, several actually, trying to figure out how to accomplish something.
 
This WYSIWYG editor, part of the forums and similar as the Smartermail Editor.
Did Smarter Peeps at Smarter Tools make the WYSIWYG editor, or is this a product you are licensing from someone else ?  Who made it ?
 
We have a new tool we are working on, and part of it we need the ability to use a WYSIWYG editor and save the HTML content.  Some files might be then sent as emails, some files will be used in internal notifications.
 
Since we already have SmarterMail on the server, Is this WYSIWYG editor part of SmarterMail that we can call in as an API and use it , then save the content it generates ?

Hey, Curtis...the editor IS part of the SmarterMail installation but we didn't build it. It's a licensed add-on. Therefore, there's no API access to it.
