ST13 - Chat widget is blank when verified email is required

We have recently setup verified email for our portal.
 
However, ST is not handling this gracefully.  When someone visits our portal who is not logged in, they can access the popup chat window, and select a department.
 
After choosing a department, the user is presented with a blank widget.

Just to make sure we're on the same page, for the Departments you have enabled for Live Chat, you have "New Chats in Portal" set to "Registered Users with Verified Email"? Do you have other permissions set for other Departments or are you requiring that Role for any live chat that's started?

Chat permissions for Sales and Support are: "All users (login not required)".
