Change All Passwords on a Domain?

I have a client with around 100 email accounts wanting us to change all passwords on their accounts.  They have several accounts that don't actively login, so forcing a change on next login won't be sufficient.  Is there a way to mass-change passwords on a single domain?

The only way would be using the developer API to achieve this result.
