Moving item highlight in wrong place; can't see search text box

When attempting to drag items, the highlight appears in 2 places.  The highlight where the cursor is, is NOT where the item will be dropped.  Also, the search box requires multiple clicks to activate, and when it does, the text appears below, not in, the text box.  The text cannot be seen because the item list blocks it and cannot be adjusted; it must be typed blind.
Windows 8.1 all patches applied
