Reporting on Amount of active Users over a Period of Time

Hello,
 
I would like to know if there is any functionality to report on the amount of active web users over a period of time, lets say a month.
 
We would like to inform only our currently active users of the UI changes with SM 16, we don't want to send to anyone that more often uses other applications for mail.
