Does the Inactive Users table reflect mailboxes accessed via a third party mailbox, such as when using Gmail's IMAP or POP Retrieval functionality?

Same question as the title: Does the Inactive Users report accurately reflect mailboxes accessed via a third party mailbox, such as when using Gmail's IMAP or POP Retrieval functionality?
 
Or to be more specific, what types of access are incorporated into the Inactive Users report?

It appears to be accounts with no protocol activity at all, webmail, SMTP etc.

Chris is right. Technically, it's any user that hasn't authenticated against the SmarterMail server. So if you're using Gmail to initiate a pull over IMAP or POP, using an email client, etc. you're still considered "active" as your account has initiated an authenticate.
