SmarterMail 16.1.6425 Users can not override spam filter actions

In SmarterMail 16.1.6425 Users can not override spam filter actions.

The option to 'override spam filter actions' is not there. Even though the Domain Defaults are set so that 'User can override spam settings'.

The only way to get the option to show for Users is if the domain admin overrides the spam filter actions first.
