After the update web does not work

After upgrading to Version 16.1.6425 (Aug 4, 2017) web page does not work. I have tried IIS Tool but didnot work.
 

403 - Forbidden: Access is denied.

You do not have permission to view this directory or page using the credentials that you supplied.

I have uninstalled the new version and installed old one web is working

Facing the same issue. The issue appears to users randomly. When they refresh the page the problem resolve on a temporary basis.
