When canceling or rescheduling a single occurrence of a recurring event in Outlook the single modified occurence doesn't sync across devices

1. You have a reoccurring event. Let's say each Tuesday at 11am. It appears in Outlook, SM Webmail, and your EAS connected devices. *Multiple attendees are invited and confirmed for the meeting.
2. A conflict comes up.
3. In Outlook you modify a single occurence of the recurring event. Let's say Change Tuesday, July 25 meeting from 11am to 3pm.
4. Modifications go out to meeting attendees by email.
5. The event moves in Outlook, but doesn't sync to SM Webmail, or EAS devices. It only appears modified only in your local desktop Outlook. Not your mobile phone.
Anyone else see this behavior?
