In 15x when you added a range.  It was separate windows so it was easy to put in.  In the listing there were no spaces on the range.  In 16x when you add a Range, SM16, will accept any formating.  IF there are spaces between the ip blocks and the dash (xxx.xxx.xxx.xxx - yyy.yyy.yyy.yyy) The blacklist will NOT block connections.  I would suggest either a pop up to correct the bad formatting or a change to the input window to fix that.
