SPAMHAUS - SBL 2 Fail Weight Not Being Added to Total

Hi Everyone: 
 
Today I received some mail that should have been sent to Junk or at least flagged as spam per our settings.  In one, the following appears in Outlook's message headers. 
 
X-SmarterMail-Spam: SPF_Pass, Spamhaus - SBL 2 (CSS), DK_None, DKIM_None
X-SmarterMail-TotalSpamWeight: 4
 
The scores for the tests listed are set to 0, 10, 2, and 2, so the total should've been 14, which should've earned it a "*** SPAM 10: " addition to the subject line. 
 
Another similar one, had this in Outlook's headers...
 
X-SmarterMail-Spam: SPF_None, Spamhaus - SBL 2 (CSS), DK_None, DKIM_None
X-SmarterMail-TotalSpamWeight: 9
 
Scores for these are 5, 10, 2, and 2, so the total should've been 19, not 9. 
 
It's clearly not adding the 10 for Spamhaus - SBL 2, even though it's failing the test, which I've confirmed in the delivery log. 
 
I'm running SmarterMail 14 and have verified that there is indeed a score defined, the Enabled box is checked, and the Enable for Filtering box is chedked.  Any ideas as to why SmarterMail would arbitrarily not add the score for that test???

I posted a similar question Monday that hasn't been answered yet. The issue I have is that custom rule weights are not added to the total. If the rule matches, it shows in the message header with the weight, but is not included within the spam total. This is on v 5.5.
