Users Days & Hours access - Report and restrict

Hello,

There is in France a recent law about "right to disconnect" : http://money.cnn.com/2017/01/02/technology/france-office-email-workers-law/

It would be usefull for French domain admins to have some features about this :

- automatic reports on the number of messages sent depending on the day and time

- Restriction of message sending according to days of the week and times for a user or group of users
