Delay Receiving Email - Greylisting

We've noticed that in some instances when a new person sends us an email it takes about 15 minutes before we see it in our Inbox. It occurs for all new sender's email addresses.
Is this by design? If yes, can this be changed/turned off per domain?

Hi Albert.  This sounds like Greylisting.  You can see if this is enabled in Security >> Greylisting.
