CDO on Windows Server 2008r2 - Outgount Limit throttle ?

So I realize this is not a smartermail problem, but figured that you smart peeps here probably have dealt with this before.
 
I cant seem to find a real answer for this anywhere - all of the help on the web seems to answer everything but this.
We are running a Windows server 2008r2 where our smartermail installation also sits.
 
We have an ASP classic web page using CDO.Message that we have been using to send emails. It is fine for sending a few at a time, but when I use the page to tap our database and send out like 300 at a time, i start getting CDO errors - "The transport failed to connect to the server." 
 
As far as i can tell it looks like it is an outbound throttle limit that i am hitting. I can send about 200 but then i start getting the error. If i let it rest a while then i can start sending again.
 
Where in the world can i change this throttle threshold ? I spent the last like 2+ hours searching for it and answers and nothing so far seems to address it.
