Block IP range if to many incoming messages in short period of time

I would like to be able to automatically block a range of IPs based on a rule. Perhaps someone is doing this?

I can see in my Top Inbound IP Addresses that spammer will send for example 46 messages then move the to next IP address in their block and send 46 more,

If I could define a rule like the following
If 20 emails from an IP in 5 minutes I want to block the /48 range I would be able to block thousands of unwanted email.
