Limit the number of tickets to users

For example: I offer the annual service packages of 20 tickets. How can I put this limit to the user or organization, so that the user does not use, most of those purchased ticket?
You can manage the alert when the maximum number of tickets per user has been reached?

I would hazard a guess that you would need to develop something yourself that can track the tickets via the built in API's.
I haven't seen anything like that in the base product.
