Are you looking to completely do away with the Settings section for end users? This isn't possible with any System or Domain settings, but you may be able to do this using CSS. The only thing to keep in mind is that any users with knowledge of CSS or inspecting the backend of a webpage may be able to disable your CSS changes to access their settings. 

 

Can you provide some information on why you'd like this functionality? What settings are you looking to prevent users from changing?
