Clamav deleting genuine clean email.

Recently I am having the same problem which Clamav is deleting genuine bank notification emails sent to my users with reason "Email.Phishing.DblDom-106".
 
I had tried tried to apply append "PhishingScanURLs no" in clamd.conf and rebooted server as referred to the below thread but it's not working.
