msn, outlook, hotmail deliverability issue

Emails show being delivered to msn, outlook, or hotmail addresses but they are not being received by the recipient at all. Not even in Junk mail. We have proper DKIM, SPF, and DMARC. We also monitor and are not on any RBL's with MXToolbox. We also participate in Microsoft's SMDS and JMRP. We can send to all other providers. 
 
I submitted a ticket to Microsoft and they will not offer an explanation of the block. Their reply is below. Further below is a detailed log of the email to @outlook.com address. Any help is greatly appreciated.

Junk Email Reporting program (JMRP) When an Outlook.com user marks an email as "junk", senders enrolled in this program get a copy of the mail forwarded to the email address of their choice. It allows senders to see which mails are being marked as junk and to identify mail traffic you did not intend to send. There is no silver bullet to maintaining or improving good IP reputation, but these programs help you proactively manage your email eco-system to help better ensure deliverability to Outlook.com users.

Hi Dominick. I have been researching this for the past hour and it looks like a lot of folks out there are having the same issue with no help to be found. I came across this one post from a guy who was able to contact some of the MS higher-ups via Twitter. Only after doing that, was he able to get his issue resolved.
