Not Receiving Emails

Hello, I'm able to send emails using SmarterMail, but I am not receiving emails.
 
On the Windows 2012 server, when I try "telnet 25", I get the response:
"Connection to 25...Could not open connection to the host, on port 23: Connection failed".  (not sure why the response has port 23....I think that for telnet server?)
 
I think the MX record looks good when I do a nslookup.
 
I also tried this: netstat -abnp tcp
an I see MailService.exe Listening on port 25.
 
Not sure why telnet is failing.  
 
When I look at "Windows Firewall and Advance Security", I don't see an Inbound rule for port 25.  Maybe I need to create a public inbound rule?
 
Any help would be appreciated.

Hi Donald. When you try to send a a test email from an external source such as your gmail account, does the email bounce back? If yes, what does the NDR say?
