Upgrade to 13 has broken my smartermail install

I attempted to update to the latest version of smartermail, 13.x, and now when attempting to access our mail web portal I get the Oops! There was an issue page.  I checked the server and see the following error anytime anyone access the mail site.
 

Exception information:

Exception type: SocketException

Exception message: No connection could be made because the target machine actively refused it 127.0.0.1:17001

 

I opened a ticket with support but thought I would see if anyone had any ideas while I wait to hear from them.  I have tried uninstalling smartermail, rebooting, and reinstalling with no success.

I also just noticed an error whenever I restart the smartermail server:
 

System.TypeInitializationException: The type initializer for 'MailService.MailServer' threw an exception. ---> System.IO.FileLoadException: Could not load file or assembly 'SmarterMail.Common, Version=13.0.5436.23807, Culture=neutral, PublicKeyToken=c39d3348656e516c' or one of its dependencies. The located assembly's manifest definition does not match the assembly reference. (Exception from HRESULT: 0x80131040)

Do you use IIS?  Can you try the built-in web server and get the same response?
 
Did you carry out a reboot before and after the upgrade?  Guessing you completed the un-installation and re-installation of the upgraded version?

I was able to solve this issue with support. For some reason there was an issue with the smartermail installation folder. We solved the issue by reinstalling to a new location. It got me up and running while I try to figure out the issue with the old folder.
