Inbound Gateway Mode - ReRoute Message

On the inbound-gateway mode; Under Routing --> Incoming Gateways --> Spam

There is a listing to re-route the message; and shows ReRoute Message:
Once selected it shows: "Not Spam Argument"

What does that mean, or want? The I/P address to re-route too or FQDN ?
