unable to save domain level spam filtering actions

I'm logged in as the administrator, but when I try to set spam filtering actions under domain settings, the actions do not save! What is the problem?

If you are the system admin of SmarterMail make sure that "Allow domains to override filter weights and actions" is enabled.  This is found after logging as the system admin under Security | Anti-Spam Administration | Options tab.   If this is enabled and permissions are correct you will need to open up a support ticket for us to take a further look into this issue.

Perhaps there should be a clearer error saying that the option has been disabled by the system admin?
