Which Comes First: Trusted Senders List or SMTP Blocking?

One of my IT staff and I have a running disagreement about this.  Maybe someone here can answer this definitively:
 
Does an e-mail message have to get past the SMTP Blocking checks first before SM checks the Trusted Senders list?  Or, does SM check the Trusted Senders list first, before SMTP Blocking checks are run?

SMTP Blockiing comes BEFORE Trusted Senders.  There is discussion about changing this behavior, but as of this date adding an address to the Trusted Senders list will not prevent it from being SMTP Blocked if the blocking criteria are met.
