We use the Force option under Spool management to send the message to one of our secondary servers.  When I select Force the message should be retried immediately, but it doesn't.  The message stays in the Spool until the Next Attempt time arrives (which could me minutes, hours or days depending on your retry settings).

 

The only option is to Reset Retries but even if you do that with only one message selected it resets the retries on all messages in the spool.
