I think it will be very useful to add a page like community that will have a list of files that exists in file manager . For example a company can upload some application forms in the file manager and the structure of them will be displayed in the portal , so the customers can download them .

You can actually already accomplish this. While there isn't a page specifically for file downloads, there are a couple of possible solutions:
 
1. Create  KB article that lists all files for download. This KB article should show up if someone searches for specific files or download paths from the main Portal page or from within the KB section itself.
 
2. Create a Community Category that has a list of files and/or utilities for download. That's what we've done. You can find our Category here: http://portal.smartertools.com/community/search.aspx?tagID=406&sortBy=0
