Is there a way to disable "remember me" for a domain, or for specific users ? Or to specify the "time out" for automatic log out ?

We have a client that is a medical facility. There are several staff and counselors that share the same computers.  Their director has asked me if there is a way to disable the "remember me" option on a specific computer, specific accounts, or the entire domain.  
I already had the discussion about disabling each browsers ability to remember passwords. But she would like to ensure that each time a user sits down at the computer, there is no way it brings up another users account.

With that said, is there a way to specify the "time out" duration for an account, or a whole domain ?  If no activity on the account in 8 minutes (10 , 12) , log out and clear the screen ?
