Depending on the version of SmarterStats you are running you may be able to disable the passworrd reset option. As the system administrator go to Settings > General Settings > Options. Uncheck the box for "Enable user password reset functionality". These are the steps to access this feature in version 10.x, 11.x, and the current build. If you do not see this option, check the online help for the version you are running.
