Content filter issue

This is from one of our email clients.
 
We're using a domain forward from our old domain, to our new domain. One of our users want to stop all mail coming from the old domain. I have a content filter set up to block and delete email to this address, but it doesn't seem to work. Email still comes in. The content filter to delete the emails is at the top of the content filter list. 
 
This note was on the content filtering page in the online help:
"Note: Content filters are executed in the order in which they appear in the list. Therefore, when a content filter gets triggered and performs an action on a message, no other content filtering is performed on that message. To change the order, click on the arrows next to a filter."
 
So my question is, why does the emails that should be deleted still get delivered to the user, if it's suppose to have been deleted with the first content filter.
 
We're using:
SmarterMail Enterprise Edition
Version 15.0.5962

Issues with SM content filtering have been reported regularly. I sometimes find they don't work; there doesn't seem to be a good reason for this, and the logs often aren't helpful.
 
Sadly, there is no way to continue on to the next filter, in order, if a particular filter condition is met.
 
On top of this, there is no way to set filters for outbound email; the filters are inbound-only.
 
There are 3rd party solutions for some of these issues.
