Administrative User cannot assign tickets to another Group

I have a user who is an administrator but when she tries to reassign a ticket to another group she is not allowed to.  She has agent status and the same settings as I do, but I can transfer to different groups.
 
Any ideas on what I may be missing for her set up?

Hi Shannon,
 
Is she missing the Transfer button altogether? Or does the OK button on the Transfer modal not do anything? If the latter, would you please have her open the browser developer tools and check for any errors on the Console tab?
