Email deliveries for specific user always pending in the queue until a restore performed on their inbox

We have a single mail user whose email never comes through unless we restore his inbox. Rather a time-consuming way to deliver mail.
 
Using latest SM 15.

any ideas? I thought saving his mail folders, deleting the account, recreating, copying back in, restoring might work?
 
But if there is some corruption somewhere that is blocking delivery, why does restoring work once then fail immediately the next time an email arrives?

and restore doesn't always work, apparently. For example, an email sent to 3 accounts on the same domain, 2 are delivered, the 3rd is 'pending' . What would cause that?

Oh, and impersonating and attempting to open the inbox just hangs

ok, here's more on this one. Each email to this account appear to have quite large attached files and the header shows HUNDREDS of Message Sniffer lines - must be related too the non-delivery. Any ideas other than turn of built-in Sniffer?

Yep, as soon as I turned of sniffer - all the emails went through
