Problem with version 16.3.6544

Hi, after upgrading version 16.3.6544, why is my server get locked cause of to many attempt login even the admin could no login?
 
i try to search the log for the IP that is locked  but couldn't find it.
 
And currently the only way to fixed is restart the services server.
 
Does anyone got this issue??
