Internal Blocked Senders issue

Seems no one can edit the action on the "Internal Blocked Senders" filter that SmarterMail creates. You can change the action, hit save, come back to it and the action is set back to sending the email to Junk Mail folder.
 
Is this by design or a bug?

This is by design. At this time, we are not inclined to allow users to modify the action of the block action. Flexibility within the product is almost always welcome; however, it's not always necessary and can often result in bloatware of settings or functionality. In SmarterMail 16.x, blocking a sender will send all future messages to Junk Email folder, which follows suit with the mark as spam features found in common email services.
