Auto-Lock Ticket - Doesn't Fire Event For Ticket Status Change

System sets a closed ticket to Locked after 1 hour. Custom event set to fire if a ticket status changes from anything to Locked/Locked  & Closed.
 
The event doesn't fire. It only fires if a person physically clicks the buttons to change a tickets status. So we know the event itself works.
