Inactive Users may include forwarders

I'm 99% sure of this, but is it correct that a list of inactive users may include users who have been inactive logging in, but set up a mail forward to a different address and actively depend on that?
 
Also, does the list of inactive users catch accounts that have never logged in?

Hi Jerry.  The Inactive List uses the users 'last login date'.  That login can be via webmail, POP, IMAP, etc.  So is there is no login recorded, then they'll show up in the inactive list.
Users who have never logged in will be included in the Inactive List.
